Schofield sell bolts that are the correct length and thread, but they're only not the same strength spec'.
I couldn't find anything other than a BMW head bolt to match the same spec' exactly, but they're £5 a bolt.

High tensile socket head cap screws are available on eBay...

If you don't mind using SHCS
Or these guys do 10.9 grade in hex head with the correct length and pitch

funny that's the second company in the US that I've seen selling the correct grade & size metric bolts, which is strange as they're imperial!

They use metric for lots of things now. I think everything on their cars are now metric

I had to look at this too as I have 5 bolts and 2 nuts left, not a clue where the rest have gone!
I am lucky to have access to a good store of nuts and bolts but all our hex head are 8.8 tensile strength, which is regraded as high tensile by most, but not the same grade as VW used in this situation
All our socket head screws are 12.9 with a 1.5 thread, so could use those even though the pitch is slightly bigger!

I bought these in the end
maybe not spec tensile strength ?? but they did the job, if I start worrying about all my nuts and bolts not being the correct tensile spec…i'm gonna have to replaced most on the bus
