The front wheel bearings are difficult to adjust, the lock tab is always moving as I tighten it,
are the threads on the Bay front bearing stub axle the same ? if so can I use the bearing locking clamp from the Bay?

What lock tabs are you using?
The tab should have a 'tongue' that sticks in to the hole in the centre of the tab. The tongue rides in the groove on the spindle to prevent it totating as you tighten the outer lock nut.

Be aware that the repro locking wheel nuts for late spindles are REALLY bad quality. Always check the grub screws tighten up properly and don't just bind in the recess.
