It's a bit of a broad question, a quick glance at the two and probably not a lot, but quite a bit under the skin. If you look at the parts you're interested in on one of the regular suppliers websites you see how year specific they are.

For instance ‘65’s are a ‘one year only’ with some parts being unique to that year.

67 is a pretty weird ‘one year only’ too.... first factory 12v, black rubber dash knobs, fresh air vent internal changes, 2 speed wipers, some markets got dual circuit brakes and reverse lights... it’s a potential minefield .... but visually they look pretty much identical.

Essentially VW brought about changes to meet changing requirements and to attempt ro meet/resolve market/ legal requirements and to make improvements.
They like other makers would introduce a technology in/on one market or model and then introduce it progressively across other models or markets in an attempt to improve or maybe reduce costs by commonisation. The modern ETKA (the VW/Audi/Seat etc. wide parts list) shows model feature part details but also where parts are common. Some air cooled items are listed back to 1949 for engines.
VW recorded those changes in a model wide log called Progressive Changes.
Often there are questions attempting to date a vehicle from features and this reference is invaluable in helping to identify. You can access these details electronically on the Obsolete air cooled documentation site.
More often than not posters want to know what featutes/parts a bus should have to recreate originality.

So is this a 64 or 67 bus. There are 2 M plates for the same car. I have no engine. And no chassis number. Is there any other number that I have to check so as to recognize what is the year of the bus?

Where are the M-plates? Any pictures?
Has the dash been replaced? It has a 67 radio hole.
There is a thread with all the 67 changes but can't find it that quickly.

The biggest difference (and one that hasn’t been previously mentioned) is the biggest obvious change.... a full size radio hole was a 67 only feature..... before 67 model year it was a squarer hole with 2 round holes for the radio knob spindles.
If the dash is uncut and original it’s a guaranteed 67 for sure.
