Try moving the brackets that hold the bumper further out (where it attaches to the chassis.)

I'm sure I read somewhere (probably on here) that earlier busses with ribbed bumpers had this trouble with the valance and bumper. Give Dan Simpson a call at vintage speed, he's really helpful.

Yep.. on here..
Already stated VS does not automatically fit with ribbed OG bumpers. Needs modification
Even my valance needed moving away from standard side exit style..but sits nicely behind standard 64 bumper..

The website does mention this problem and I questioned them via email about it but my crank start og valance doesn't cause any issues and neither does my fibre glass bumper. The guys in Taiwan were great with their responses.

Is it your aftermarket bumper? Is the valance og?

Email the company in Taiwan more than helpful :D

Mmmm yes I think it is the choice of the combination of exhaust to go with the bumper...you will have to modify something...
Maybe these items just do not go together and VS do not make an exhaust that does..
You will have to move the bumper out..
As said elongate the holes..
Reposition the side holes till it is not touching.
Consider insulation on the back of the bumper too..
The exhaust is SS and will blue.
The bumper will blue if touching..
Will work but not be tight to body..
